I refer to Humphrey's letter of 18th July requesting approval for increase in the establishment of gazetted officers from 18 to 27 in the Hong Kong Police Force.

We agree to the appointment of nine additional officers, and to the additional expenditure of up to £7,000 for the year 1946/7, subject to review of the establishment as vacancies occur in the higher ranks. The conditions which are now held to justify these extra posts may not be lasting, and the Hong Kong Government clearly should be in a position to adjust the establish- ment as needs and conditions alter.
